Kill pantsbuild dependence on maven.twttr.com.

The maven artifacts pants needs that are not hosted on maven central are now hosted on bintray at https://dl.bintray.com/pantsbuild/maven. Locally killed the relevant portions of my ivy cache and ran a green CI
(save for integration tests which I skipped):$ rm -rf ~/.ivy2/pants/com.twitter.common* ~/.ivy2/pants/org.apache.thrift $ CXX=g++ ./build-support/bin/ci.sh -c
