How to ask questions and report issues.

Contains a bold claim: Folks should start by mailing pants-devel. (Other contenders: Folks should mail pants-users. Folks should create Github issues.)

The key here is the branch must be on origin and the origin must be spelled out, so:
`git push origin [branch]` (or git push origin HEAD - the shortcut I use). Followed by "my origin is pantsbuild/pants or its fredfrog/pants (a fork)" The latter can be revealed via: `git remote -v | grep origin`. For some folks this will be blindingly obvious, for others it will be nice to have documented.
    1. Aha, good point. Done. (and merged and published)
