Looked at test-publish
with a few browsers, including my Android's built-in and Chrome on Android.
The nav elements don't interact well today fwict on a small screen. They both show one overlapping the other, and the remaining content re-flows instead of being pushed offscreen or partially offscreen.
That said - this is better than the old behavior on small screens, so lgtm for a start.
(I'll follow up in email with screen shots).
Excellent feedback is excellent: when toggling, don't show all the navs. Just the big one.
(If we want to show a page TOC or breadcrumbs on skinny screen, we can put an only-shows-up-on-skinny duplicate inside the bignav. That way, reader can toggle them.)
